According to over 25,000 people that have signed a petition to change the date, their answer is YES!
A petition on Change.org has a lot of signatures from people asking that, instead of October 31st, Halloween be moved to the last Saturday of October.
For at least the past couple millennia, Halloween has been celebrated on the last day of October, back when it was an ancient Celtic festival called Samhain.
