Cecilia is now raising her grandchildren after their parents and sibling were killed by a drunk driver.  She is trying to pass a law called Bentley’s law (the name of one of the kids orphaned) so that the drunk driver once out of jail has to pay child support.  It seems lie a good restitution plan to me.
